Smoking Ban Deters Gamblers

I was intrigued to read the following story in last weekend's NZ Herald. Apparently the smoking ban in pubs (brought in Nov. 2004) has inadvertently dramatically reduced gambling as well:

Interesting. I'm not sure I was convinced by the causal reasoning - that it was due to smokers not bothering to go back inside to gamble. Could be just the the mentality of being restrained with smoking doesn't go with being unrestrained about gambling? Or contrapositively, that if you insist on gambling you can't bear being where they force you not to smoke.
